OOPS!
A rare sight but it can happen.
Our Building code requires laminated glass for open top railing
from 3/8" to 3/4".
I n this case a 3/4" thick panel. One layer of 3/8" shattered, but
it is still held by the second layer, a single tempered panel would
have totally disappeared and created a very unsafe condition.
